What is Housing Stabilization Services?

Housing Stabilization Services (HSS) is a benefit under Minnesota’s Medical Assistance (MA) program. It supports individuals with disabilities, mental health conditions, or other health challenges by helping them:

  • Find a place to live
  • Move into housing
  • Stay housed and avoid eviction

     

HSS is part of your healthcare. Stable housing is essential to mental, physical, and emotional well-being — and Roadway is here to help make that stability possible.

Launched in July 2020, HSS helps prevent homelessness and institutionalization, promotes long-term housing, and builds independence in the community. 

What Does Housing Support Include?

At Roadway, we provide practical, hands-on support through every stage of the housing process. Services include:

  • Finding and applying for apartments or housing programs
  • Navigating Section 8, Bridges, and public housing options
  • Preparing documents and applications
  • Talking with landlords and understanding leases
  • Budgeting for rent and utilities
  • Accessing one-time Moving Expense support (up to $3,000) if eligible
  • Preventing eviction and staying stably housed
  • Learning about tenant rights and responsibilities
  • Connecting to community resources like food, transportation, or healthcare

Who is Eligible?

You may qualify for HSS if you:

  • Are 18 years or older
  • Are on Medical Assistance (MA)
  • Have a disability, mental health diagnosis, or long-term health condition
  • Are in one of the following housing situations:

    • Homeless or living in a shelter
    • At risk of eviction
    • Exiting a hospital, treatment center, foster care, or other institution
    • Living in unstable, overcrowded, or unsafe housing

Roadway offers comprehensive support through
the following services:

For people without a case manager. We help:

  • Develop your Housing Focused Person-Centered Plan (HF-PCP)

  • Verify eligibility
  • Identify your housing needs and preferences
  • Connect you to a Housing Transition or Sustaining provider

For people actively searching for housing. We assist with:

  • Apartment and housing searches
  • Submitting housing and rental assistance applications
  • Coordinating with landlords
  • Preparing for move-in day
  • Helping access Moving Expense funds if eligible
  •  

For people who already have housing and want to keep it. We help with:

  • Understanding your lease and tenant responsibilities
  • Preventing eviction through conflict resolution and budgeting
  • Creating a housing crisis plan
  • Communicating with landlords and neighbors
  • Connecting to legal aid, rent help, or supportive services
  •  

Moving Expense Support

If you are moving out of an institution or licensed setting into your own housing, you may qualify for up to $3,000 in one-time Moving Expenses. This can cover:

  • Security deposits and application fees
  • Essential furniture and household items
  • Utility setup and connection fees
  • Cleaning or pest control (if needed for move-in)
  • Accessibility modifications

We will assess eligibility and walk you through the process.

We go beyond the basics. Roadway helps connect you to:

  • Section 8 and other rent assistance programs
  • Emergency rent and utility programs
  • Legal aid and tenant rights education
  • Food access, transportation, and mental health services
  • Job support and benefit applications
  • Local shelters, if immediate housing is needed

No, Housing Stabilization Services does not pay rent directly. However, we help you apply for rental assistance programs such as Section 8, Bridges, Emergency Assistance, or county-based supports. We also guide you through applications and prepare documentation. 

Yes. If you already have housing but are at risk of losing it or need support staying stable, you may qualify for Housing Sustaining Services. 

Yes, in some cases. If you are moving out of an institution or provider-controlled setting into your own home, you may be eligible for up to $3,000 in one-time Moving Expenses. This can cover security deposits, furniture, utility setup, and more. 

If you don’t have a case manager, we offer Housing Consultation. This service helps create your housing plan, verifies eligibility, and connects you to the appropriate housing provider.

The process usually takes up to 30 days or longer, depending on how quickly documents are completed and how long it takes DHS to review and confirm eligibility. We’ll help you every step of the way to avoid delays.

While we don’t operate shelters, we can help connect you to local emergency housing options and begin building a long-term housing plan through Housing Stabilization Services.
